The territorial and administrative division
During the Soviet era, Baku, as the capital, was one of the largest industrial, scientific and cultural centers of the Azerbaijan SSR. The Grand Urban agglomeration included the urban settlements near the central part of the city, industrial enterprises, mines, agricultural areas and resorts.
Baku City Soviet was divided into 10 administrative districts with 47 urban settlements during the Soviet period (Nasimi, Oktyabr, 26 Baku Commissars, Narimanov, Shaumyan, Lenin, Orjonokidze, Azizbeyov and Garadag).
In 1991, Azerbaijan regained its independence as a result of the collapse of the Soviet Union and the world countries and the Commonwealth of Independent States recognized the Republic of Azerbaijan.
Changes were realized in the administrative-territorial division of Baku during the independence.
The biggest icelands: Pirallahi - 14,4 sq.km, Chilov - 11.5 sq.km, Khara-Zira 3,5 sq.km, Boyuk-Zire 1,4 kv.km.
Currently, Baku has 12 administrative districts and 59 settlements.

- Binagadi district (settlements: M.E.Resulzade , Bilajari, Khojasan, Sulutape, 28 May)
- Garadag district (settlements: Korgoz, Mushfigabad, Gobustan, Puta, Sengechal, Cheyildag, Umid, Alet, Bash Alet, Yeni Alet, Kotal, Shıkhlar, Pirsaat, Garakosa, Gızıldash, Shongar, Sahil, Garadag, Lokbatan, Heybet, Shubanı)
- Khazar district (former Azizbeyov) district (settlements: Mardakan, Bine, Shagan, Buzovna, Gala, Shuvalan, Turkan, Zira)
- Sabail district (settlements: Badamdar, Bibiheybet)
- Sabunchu district (settlements: Bakıkhanov, Zabrat, Kurdekhanı, Mashtaga, Nardaran, Pirshagı, Sabunchu, Balakhanı, Bilgeh, Ramana)
- Surakhanı district (settlements: Surakhanı, Yeni Surakhanı, Bulbule, Hovsan, Zıg, Amirjan, Garachukhur)
- Pirallahı district (settlements: Pirallahı, Chilov, Neft Dashları, Gurgen)
- Nizami district (settlement Keshle)
